Russia : Issues in Public Expenditure Policy

[摘要] This note briefly outlines key publicexpenditure policy issues facing Russia today. Dramaticchanges have taken place on the public expenditure landscapesince the start of transition. In the first year after thedissolution of the Soviet Union, total recorded publicexpenditures captured over two-thirds of total GrossDomestic Product (GDP). Within the next two years this wasreduced to 46 percent of GDP, and by 1998 consolidatedbudget and extra-budgetary recorded expenditures reached anestimated 39 percent of GDP.
