Participatory Management and Local Culture : Proverbs and Paradigms
[摘要] Whereas evaluation has often beenconsidered an activity required by donors, but fundamentallyforeign to local culture, there is however plenty which hasbeen done recently to develop participatory, and empoweringmodes of program evaluation, giving local stakeholdersactive roles, and a say in how evaluation is performed.Furthermore, unanticipated results of participatoryevaluation practices in West Africa has brought to lightlocal attitudinal approaches to evaluation, thus creating abasis for the development of an appropriate evaluationmethodology. Incredibly, one of the means for such resultswas the use of proverbs, which encapsulate local attitudes,and provide insight in evaluation-related issues, such asaccountability, performance, and social responsibility. Such"proverbial" culture placed evaluation at its bestform of collective decision-making, making the participatoryapproach to evaluation a leitmotif. This attitude createsthe basis for helping beneficiaries develop aculturally-appropriate technology of democratic self-governance.
