Madagascar : Rural and Environmental Sector Review, Volume 2. Technical Annexes

[摘要] This review aims to provide theGovernment of Madagascar with a situation assessment andinsights and guidance on how to position the rural andenvironment sector as an engine for inclusive andsustainable economic growth. The review has cast theanalytical net quite widely with the aim to come up with acomprehensive overview of the sector. In view of theintimate linkages between rural development and theenvironment, which are particularly important because ofMadagascar's unique biodiversity, the review looks intoboth the production and conservation aspects of naturalresources management for inclusive and sustainable economicgrowth. The report is divided into two Volumes. Volume 1,the Main Report, is aimed at policy makers and particularlyfocuses on the recommendations that flow from the analyticalwork that has been conducted as part of the review. It isorganized along four axes that represent the strategicchallenges faced by the rural and environment sector toestablish itself as an engine of inclusive and sustainableeconomic growth in Madagascar: (i) improve food security andfood production; (ii) put in place the building blocks forsustainable intensification and diversification ofagricultural production; (iii) improve value-added ofnatural resources as providers of extractive products andenvironmental services; and (iv) make the sectorinstitutional framework more effective and efficient. Abrief diagnostic overview of the sector precedes thepresentation of these axes. Volume 2, Technical Annexes, isaimed at sector experts and rural development practitionersand provides the underlying analytical groundwork for therecommendations that are presented in the Main Report. Forthis purpose, Volume 2 includes a detailed situationassessment of the sector.
