Electricity Reform in Ukraine : The Impact of Weak Goverance and Budget Crises
[摘要] Although reform of Ukraine'selectricity sector is far from complete, the experience sofar shows that ingrained attitudes are harder to change thanwritten rules of the game. Moreover, the reemergence of oldbehavioral patterns during political, macroeconomic, orsectoral crises can quickly undermine early gains fromreform. Thus the long time needed to achieve deep andirreversible changes places a high premium on stamina andpatience for reformers. By contrast, and contrary to somepredictions, in Ukraine it was relatively easy to put inplace the basic systems for a functioning competitiveelectricity market. Dispatch center, generation, anddistribution company employees quickly learned to work withthe new procedures and demonstrated a remarkable ability toadapt imported solutions to local conditions.
