Pakistan - Rural Factor Markets : Policy Reforms for Growth and Equity

[摘要] Accelerating rural economic growth andreducing rural poverty requires a comprehensive strategybuilt on sound analysis covering all major aspects o f therural economy including agricultural output markets, inputmarkets (seeds, fertilizer, extension), factor markets(land, water, labor and credit), the rural non- farmeconomy, and targeted interventions.This report focuses onone aspect o f this complex puzzle - rural factor markets.It builds on earlier work on output and input markets, andanticipates future analytical work on the rural non-farmeconomy and other key aspects o f the rural economy. Thereport identifies the main factor market inefficiencies inrural Pakistan, provides estimates of their impact in termsof efficiency and equity, and suggests policy measures toimprove the functioning of these markets, increase ruralincomes and help reduce rural poverty.In presenting theresults, each factor is discussed in turn, drawing ondescriptions of institutional constraints and statisticalanalysis of recent household survey data. Key new findingsinclude quantitative estimates of the importance of linkagesacross factor markets and the impact of factor marketinefficiencies on agricultural output and revenues. Inaddition, the report shows that for the 61 percent ofruralpoor households that do not cultivate crops (agriculturallaborers and non-farm households), expanding output ofmajor crops may not be sufficient to significantly raisetheir incomes, even with substantial multiplier effects onthe rural non-agricultural economy.
