A Template for Power Reform

[摘要] The author argues that since competitionis more effective than regulation in promoting efficiency,separating the potentially competitive parts of the industryfrom the natural monopoly parts that must remain regulatedis good public policy. If this "de-integration" ispossible, he says, it should be done, or at least the optionshould be kept open through continued public ownership ofthe transmission system. And on the question ofprivatization, he cites recent experience with power sectorreform that suggests that efficiency depends more on theform of regulation than on the form of ownership.
