Brazil - Teachers Development and Incentives : A Strategic Framework
[摘要] The study selectively looks at thecomplex set of issues surrounding the effectiveness ofBrazil's teachers, in the context of the "ensinofundamental" program changes, and examines the keystages of the teacher career, i.e., preparation,professional entry, and professional development - as theycut across the policy dimensions of quality assurance,management, and incentives. Chapter I analyzes the keyreforms, and demographic trends which are reshaping themacro environment for Brazil's teachers, as well as thelegal, and financial impacts on teacher compensation, andcertification. Chapter II looks at the evidence of teacherquality, and performance, by analyzing the nationalachievement test scores, which show a continuing widedivergence in student learning across regions, and betweenstate, and municipal systems. Chapters III and IV focus onteacher preparation, and teacher management respectively,recommending a close focus on school leadership - criteriaand processes. Chapters V and VI look at teacherprofessional development, and compensation issues. The finalchapter maps the overall strategy which should include thefollowing key policy areas: quality assurance, teacherprofessional development, management, and incentives,suggesting roles and responsibilities for the Government,prioritizing on further research across finance, planning,and education.
