Competition in Telecoms-Implications for Universal Service and Employment

[摘要] The author argues that competition indomestic telecommunications markets promotes both universalservice and employment in developing countries. Thus,incumbent monopoly operators should be reformed. And sinceincumbents are subject to increasingly fierce internationalcompetition from callback services, Internet phone services,mobile satellite services, and global operators, this reformshould happen sooner rather than later.
