Task 1 Topical Report. IGCC Plant Cost Optimization. Volume 1 of 3.
[摘要] The goal of this series of design and estimating efforts was to start from the as-built design and actual operating data from the DOE sponsored Wabash River Coal Gasification Repowering Project and to develop optimized designs for several coal and petroleum coke IGCC power and coproduction projects. First, the team developed a design for a grass-roots plant equivalent to the Wabash River Coal Gasification Repowering Project to provide a starting point and a detailed mid-year 2000 cost estimate based on the actual as-built plant design and subsequent modifications (Subtask 1.1). This unoptimized plant has a thermal efficiency of 38.3% (HHV) and a mid-year 2000 EPC cost of 1,681 $/kW. This design was enlarged and modified to become a Petroleum Coke IGCC Coproduction Plant (Subtask 1.2) that produces hydrogen, industrial grade steam, and fuel gas for an adjacent Gulf Coast petroleum refinery in addition to export power. A structured Value Improving Practices (VIP) approach was applied to reduce costs and improve performance. The base case (Subtask 1.3) Optimized Petroleum Coke IGCC Coproduction Plant increased the power output by 16% and reduced the plant cost by 23%.
