Lessons Learned From National Health Accounts in Iran: Highlighted Evidence for Policymakers

[摘要] Context:NationalHealthAccount(NHA)isanacceptedtoolfortracingtheflowofhealthresourcesatcountrylevel.Aspolicymakersconcernabouttheeffectiveallocationofscarceresources,thusNHAcanplayadominantroleinevidence-baseddecisionmaking.ReevaluationoflastNHAinIranisrequiredforhelpfulhighlights.EvidenceAcquisition:WereviewedlastNHAdocumentsinIranwhichwasperformedin2008tohighlightagoodevidenceforpolicymakersandcompareditwithothernationalandinternationalavailabledata.Results:Reevaluationofdatahighlightedsomeissues,whichwerecomparedwiththenationalandinternationalavailabledataandusefulevidencesforpolicymakerswereextracted.Theseevidencesarementionedinfollowingpart.Conclusions:TheissueshighlightedinlastNHAinIranwere:changesinthehealthinsurancesystem,adoptingapproachesforincreasinganinsurancecoverageinnoninsuredpopulation,informingthepopulationaboutinsurancescheme,privateinsuranceschemeaccordingtoindigenousconditions,applyingaconcertednationalefforttowardscontrollingthehighcostofmedicinealongsideconcerningaboutequityandcoverage,andapplyingeffectiveindigenousstrategiesfordecreasingout-of-pockethealthcareexpenditures.
